Octavio De la Peña Vaillard

Octavio De la Peña Vaillard, the Chairman of the Board of Directors and Chief Executive Officer of the Company. Mr. De la Peña began his professional career in the investment division of Vector Casa de Bolsa in Monterrey, Mexico. He later served as Project Director at DLP Desarrollos Inmobiliarios, a family-owned real estate development and construction company based in Veracruz, Mexico, where he oversaw the execution and management of multiple construction projects.

In 2018, Mr. De la Peña began the first of a series of entrepreneurial ventures and co-founded Brains Global Health Tech, alongside Sebastian De la Peña Vaillard and Chaquer Rohana Correa. Brains Global Health Tech is a leading healthcare services company in Mexico dedicated to the comprehensive provision of diagnostic imaging, clinical laboratory, and blood bank services for both public and private healthcare institutions. 

Mr. De la Peña currently serves as Member of the Board of Directors of Brains Global Health Tech. He also serves as a Local Board Member of Grupo Financiero Banorte, the second-largest banking institution in Mexico.

Chaquer Rohana Correa

Chaquer Rohana Correa, serves as Chief Financial Officer and a Member of the Board of Directors of Marlex, where he oversees the Company’s financial strategy, capital allocation, reporting, and internal control framework, while contributing to Board-level oversight and long-term strategic planning.

Mr. Rohana co-founded Brains Global Health Tech and is a digital transformation and business development executive with extensive experience across the private, public, and entrepreneurial sectors. He has led large multidisciplinary teams across Latin America and driven the structuring and execution of multi-million-dollar digital transformation initiatives, particularly within the healthcare sector.

Mr. Rohana holds a Master of Business Administration (MBA) from Northwestern University’s Kellogg School of Management and a Bachelor’s degree (Hons.) in Business Administration from Instituto Tecnológico Autónomo de México (ITAM). Currently he serves as Member of the Board of Directors of Brains Global Health. Mr. Rohana has played a central role in its strategic development, financial oversight, and regional expansion.

Sebastian De la Peña Vaillard

Sebastian De la Peña Vaillard, is Commercial Director and a Member of the Board of Directors of Marlex. In this capacity, Mr. De la Peña leads the Company’s commercial strategy, client engagement, contract structuring, and business development initiatives, supporting the establishment and strategic positioning of Marlex’s harbour, offshore, and integrated towage services. He works closely with port authorities, terminal operators, and energy-sector stakeholders to develop long-term commercial relationships and lay the foundation for future operational activities.

Mr. De la Peña holds a Master’s Degree in Healthcare Institution Management and Administration from Universidad Anáhuac México Norte, reflecting his specialization in hospital administration, quality standards, and operational efficiency. He also earned his Medical Doctor degree from the same institution, graduating with academic distinction, and completed a specialization in Corporate Health and Wellness. His academic formation is further supported by advanced training in healthcare quality improvement and public health through the National Institute of Public Health in Mexico.

Throughout his academic and professional development, Mr. De la Peña has demonstrated strong leadership and analytical capabilities, receiving multiple Academic Excellence distinctions and participating in scientific research and academic initiatives. His background in healthcare management and quality standards provides a structured, process-oriented approach to commercial strategy and institutional relationship management.

In addition to his role at Marlex, Mr. De la Peña is co-founder of Brains Global Health Tech, where he currently serves as Member of the Board of Directors. In this capacity, he contributes to corporate strategy, brand positioning, and market expansion across Mexico’s healthcare sector.

José Antonio Virgen Zamorano

José Antonio Virgen Zamorano, is Chief Operating Officer and a Member of the Board of Directors of Marlex. In his capacity as COO, Mr. Virgen oversees fleet operations, technical management, safety compliance, and marine engineering functions, ensuring the highest operational standards across the Company’s towage and offshore support activities.

Mr. Virgen is a certified Chief Engineer Unlimited (STCW-2010) with more than 20 years of international maritime experience across offshore subsea construction vessels, DP Class 2 vessels, diving support vessels (DSV), multipurpose support vessels (MPSV), and tanker operations. Throughout his career, he has held senior engineering positions on complex diesel-electric propulsion vessels operating in the Gulf of Mexico, Asia, and the Middle East.

He possesses extensive expertise in dynamic positioning systems (Kongsberg and Imtech), high-voltage power generation and propulsion systems (up to 6,000 volts), thruster systems (Brunvoll, KAMEWA, Schottel, Rolls-Royce, Berg), and comprehensive vessel maintenance programs including PMS platforms such as SERTICA, NS5, TM Master and MobileOps.

Mr. Virgen has also led FMEA testing, sea trials, major dry-dock refits, and five-year class inspections across multiple international shipyards.

He holds all mandatory STCW certifications and a Chief Engineer Unlimited license issued by the Mexican maritime authority. His leadership approach emphasizes safety-first principles, operational discipline, engineering reliability, and regulatory compliance under ISM, ISPS, and MARPOL frameworks.
